Position Summary

The Project Manager will be responsible for the planning, execution, and delivery of the Customs Management System project in Costa Rica. This includes ensuring alignment with the Ministry of Finance’s modernization objectives and successful adoption by customs offices nationwide.

Key responsibilities

• Working under the direction of the project director, lead the end-to-end management of the Customs Management System implementation project.
  
• Ensure that the project scope, objectives, and deliverables are implemented in time, within budget, and with expected quality.
  
• Develop and maintain the project plan, timelines, milestones, and budget.
  
• Oversee system design, development, integration, and testing activities.
  
• Manage stakeholder engagement, including customs officials, IT teams, and the private sector.
  
• Lead risk management processes and ensure timely mitigation actions.
  
• Monitor project progress and report to the Steering Committee through reports.
  
• Oversee training, change management, and national rollout activities.
  
• Ensure sustainability through knowledge transfer and capacity building.
  

Qualifications

• Bachelor’s degree in Information Technology, Computer Science, Engineering, Business Administration, or related field (Master’s degree preferred).
  
• Project Management Professional (PMP) certification or equivalent is an asset.
  
• Minimum 5–10 years of experience managing large-scale IT or e-government projects.
  
• Strong understanding of system integration, cybersecurity, and digital transformation.

• Fluency in Spanish and English (spoken and written).
